The Uttar Pradesh government recently decided to set up a police commissionerate system in Lucknow and Noida. Under the system, the IPS officers posted as commissioners get magisterial powers including regulation, control and licensing.

At the district level, the superintendent of police works with the district magistrate for supervising police administration. In metropolitan areas, the system is replaced with commissionerate system. The police commissioner heads a unified police command structure and he is responsible for the force in the city and is accountable to the state government.

The district magistrate will only have revenue related responsibilities. Commissionerate system is used to control crime and strengthen law and order. Over 50 Indian cities have police commissionerate system in place.
