Delhi's garbage headache: Is it a failure of governance or is it citizen apathy?

Delhi's garbage crisis is so large, that it took the Supreme Court to raise a stink and pull up the Lieutenant Governor and the municipal corporation for failing to come up with a plan to deal with the capital's waste.

Ghazipur is one of the three landfills which is saturated to the brim, with 90 percent of Delhi's 10,000 tonnes of waste generated landing up there.

This is in stark contrast to Sweden, which is able to recycle 99 percent of its waste and cities like Indore and Mysore which are able to recycle between 75 and 80 percent of its waste.

Is it a government failure or is it citizen apathy?
