Haryana Bill on job reservation creates distress among IT, auto cos

In an interview to CNBC-TV18, Suraj Moraje, executive director & group CEO of Quess Corp; Dushyant Dave, senior advocate at Supreme Court and KC Sandal, vice president of Gurgaon Industrial Association shared their views and outlook on the new law that Haryana passed on job reservation.

Haryana has passed a Bill providing 75 percent reservation in the private sector to job seekers from the state. The Haryana State Employment of Local Candidates Bill, 2020 provides quota for local people in private sector jobs that offer a salary of less than Rs 50,000 a month. This lead to a lot of distress among people invested there, a lot of IT companies and auto and auto ancillary companies. Gurugram is a huge center for these kind of manufacturing activities.
In an interview to CNBC-TV18, Suraj Moraje, executive director & group CEO of Quess Corp; Dushyant Dave, senior advocate at Supreme Court and KC Sandal, vice president of Gurgaon Industrial Association shared their views and outlook on the new law.
Dave said Haryana government's job reservation bill should not pass the Constitutional test. "There are a large number of Supreme Court’s decision right from 1950. In fact, in AK Gopalan’s case the Supreme Court Constitution Bench clearly said that right to move is not merely right of locomotion but it is a right of shifting from one state to another without any sort of discriminatory barrier between one state and another,” he said.
Meanwhile, Sandal said the people of Haryana are not yet trained for industries; right people for the right job is the need of the industry. "Haryana people are not very trained for industries; they are good for Army, they are good for other works but certainly not industries," he said.
Moraje said that Haryana is among the states having the highest unemployment rates and therefore, a law of this kind will bring down the migrant labour in Haryana and it will be difficult to find local labour to carry out certain jobs.
