    AGR crisis: DoT to issue fresh notices to telcos seeking clarity on payment of dues

    The Department of Telecommunications (DoT) will soon issue fresh notices to telecom companies seeking an explanation on the significant differences between the adjusted gross revenue (AGR) payment made by telcos and calculation done by the department.

    “Except Tata Teleservices, no other telecom company has submitted documents explaining the calculation of payment made to the DoT for AGR dues,” sources told CNBCTV18.
    Telecom companies like Vodafone Idea, Bharti Airtel are yet to furnish documents supporting payment of Rs 3,500 crore and Rs 18,004 crore, respectively, as AGR dues.
    Tata group has made another payment of Rs 2,000 crore to DoT on account of AGR dues while Vodafone Idea also paid Rs 3,043 crore additionally towards deferred spectrum dues.
    In a letter written to the government, Vodafone Idea and Cellular Operators Association of India (COAI) sought adjustment of GST credit for the balance payment, reduction of license fee from 8 percent to 3 percent, reduction in Spectrum Usage Charges from 3 percent to 1 percent and immediate implementation of a floor price for financial turnaround of the telecom sector.
    In addition to these measures, telcos have also sought a staggered payment schedule and moratorium of 3 years with a schedule to pay in 15 years with a simple interest of 6 percent for the balance payment of AGR.
    The government maintains that it plans to completely abide by the Supreme Court order on AGR dues and is also mindful of the financial health of the telecom sector and while keeping consumer interest in mind.
