Congress' basic income plan has one big catch, reveals French economist Thomas Piketty

Congress President Rahul Gandhi captured the country’s attention with his party’s promise of a monthly Rs 6,000 handout to 5 crore families at the bottom 20 percent of India’s income pyramid.
The plan has left economists looking for answers on how this would be rolled out without breaching the budget deficit goal of 3.4 percent of gross domestic product for the fiscal year which started on April 1.
