The government has reportedly issued instructions to telcos to accept alternative identification documents such as driving licence, passport and voter ID cards and has removed the mandatory tag on linking Aadhaar to the SIM cards “immediately” so that consumers are not inconvenienced, Aruna Sundararajan, telecom secretary, told The Times of India.

The telcos have been instructed not to deny SIM cards to customers if they do not have an Aadhaar number. The alternative documents will be accepted in order to fulfil the KYC norms for issuing the SIM, Sundarajan told the paper on Wednesday.
The telecom operators have been pushing customers to verify through Aadhaar, based on earlier instructions given by the telecom department.
The Aadhaar and SIM link mandate had impacted residents, NRIs and foreigners visiting the country. The tourists were denied local SIMs as they were unable to furnish an Aadhaar number. The retailers began to deny them SIM cards.
“This kind of a denial by retailers is completely uncalled for when there is no legal basis to enforce it. Such practices will not be tolerated,” a senior official told the paper.
